The affiliation system is a simple one, all it tells staff is what side of the war (so to speak) you are on. The sides are simple enough The police force who "uphold justice" the vigilantes who "enforce their own justice" as well as the villains who "fight for themselves" and lastly the civilians who are sort of just around. While these are the basic descriptions anyone who lived in the world would know that while these systems for the most part are true they are much more complicated than that and people can flit between two or more of these affiliations at any given time. Affiliation as well as alignment and personality creates your persona which dictates how one reacts to things which when you come right down to it is all a person really is.
The police force are the quote unquote good guys within the world. The uphold the law but also create the law. As such there are those within the police force who are genuine heroes, however, there are also those who joined in order to use the power of the police force to hide their corrupt ways. As the police force just obtained its power there is no real system in place to check corruption within the police force besides members of the police force themselves. Because of this there are people who should be labeled Villains that are known as Vigilantes that the police force "look the other way to" and Heroes that are labelled as villains simply because they got on the bad side of someone within the police force.
In another world these guys would be called superheroes. But in this world they are called vigilantes. People who take justice into their own hands are considered criminals to the police force, though due to the amount of quirk related crimes society calls them heroes. Because of this the police force cannot move against vigilantes too aggressively, with the more popular a vigilante is the more likely they are allowed to do what they do. Because of this there are some vigilante who openly fight crime and bring their bad guys directly to the police force and the police force act as if they didn't see a thing. On the flip side however there are some that are wanted for questioning and rather not be seen by the police force or risk being chased. However, even the vigilante who is chased by the police force will get nothing more than a slap on the wrist or maybe some community service (in public at least) making them vastly different from villains.
Villains will always be villains there isn't much to say about these guys. For one reason or another these people have turned to a life of crime and the police force aggressively hunts them. Though as stated before that is just a general statement and isn't always the case. Also some of the people in this category can be considered heroes in another world as all it truly takes to be labelled as a villain in this world is to piss of the police force (and the police force as a whole is known to have short tempers) it is quite easy to end up within this affiliation for trying to save the world.
